Am I reading the rules correctly, if I probe a planet and it is Neutral, then it will not grow anything?  So unless it is taken over, it will keep same force strength until captured?

That is correct.  Once you have probed a neutral you will be able to determine exactly what force will be required to capture it.  Growth occurs only from somebody owning the system and issuing build orders.
